Rates: the MPC keeps the reference rate at 3.75%
The Monetary Policy Council left National Bank of Poland rates unchanged following its 3–4 November meeting, RMF24/PAP reports. The reference rate remains at 3.75%. This is now an announced decision, rather than an economists’ forecast.
Bankier.pl confirms the hold. The decision is neither a further cut nor a guarantee about future choices. For borrowers, it does not by itself determine the next repayment: that depends in particular on the terms and rate-reset dates in their contract.

Four banks must review rejected complaints
UOKiK announces decisions concerning ING Bank Śląski, Bank Ochrony Środowiska, Nest Bank and Plus Bank. They must change procedures for unauthorised transactions and review negative complaint responses issued since 16 November 2022 to people who remain their customers.
Refunds in justified cases must be made by 31 December 2027. Affected former customers must be told how to request a review, RMF24/PAP explains. This therefore does not mean an automatic refund for everyone. Those concerned can consult their bank’s official notices and retain supporting documents.

Five laws signed: defence, culture, ZUS and level crossings
The presidency confirms that five laws were signed on 4 November. They concern authorisation to ratify the security and defence treaty with the United Kingdom and the convention on series co-productions, certain old ZUS claims, copyright and road traffic.
RMF24 highlights that the road legislation targets safety at level crossings. Signing is a separate stage from entry into force: this briefing does not announce immediate application of every provision or cancellation of all social-insurance debts. The texts and their implementation dates must be checked separately.
